I.
Vision
The vision of the EFCOG Electrical Safety Subgroup (ESSG)
is to improve electrical safety performance throughout the DOE
Complex as a result of the efforts and actions taken or guidance
provided by the ESSG.
II.
Purpose
The purpose of the ESSG is to integrate DOE and
DOE-Contractor electrical safety activities in order to foster
consistency in achieving continuous improvement in electrical
safety performance.
III.
Methodology
The
methods incorporated by the ESSG to accomplish the goals and
purpose include:

Focus on industry best practices and lessons learned;
·
Promote, coordinate, and facilitate the exchange of successful
electrical safety improvement program results;
·
Develop leading/lagging indicators for electrical safety;
·
Develop and integrate model procedures and processes that flow
from applicable regulations to field personnel, including
subcontractors;
·
Provide technical leadership for electrical safety to the
Department of Energy and technical expertise for electrical safety
projects and improvements throughout the DOE Complex.
IV.
Initiatives
The ESSG has identified several electrical safety
improvement initiatives to be worked during calendar years 2007
and 2008. The initiatives support four discrete areas:
Leadership/Advisement, Programmatic, Training/Education, and
Performance Measurement. Using the foundation established by the
2005 EFCOG Electrical Safety Improvement Project, EFCOG will
establish an Electrical Safety subcommittee that will own this
initiative by developing and completing actions designed to cause
improvement in the area of Electrical Safety. The identified
initiatives are as follows:
A.
Leadership/Advisement
1.
Plan and conduct an annual DOE Electrical Safety Conference/R&D
Workshop beginning in 2007;
2.
Provide guidance for consistent interpretation of electrical
safety regulations addressed in 10 CFR 851;
3.
Provide sponsorship for the established R&D Electrical Safety
Subcommittee to ensure R&D electrical hazards are included in the
integrated electrical safety initiatives;
4.
Provide guidance for consistent interpretations of NFPA or other
electrical safety standards;
5.
Provide guidance when PPE for non-electrical hazards conflict with
electrical safety standards (such as energized electrical work in
radiological areas); and
6.
Identify best practices for D&D and excavation as related to
electrical safety.
B.
Programmatic
1.
Assist DOE in updating the DOE Electrical Safety Handbook and
sponsor its use;
2.
Provide a resource pool for baseline independent assessments (this
can include the use of CRADs developed by ESIP Project Area #1:
Baseline Assessment/Criteria);
3.
Provide a resource pool for reviewing and commenting on the
Special Operations Report assessment results as requested by DOE;
4.
Interface with DOE/NNSA to support a proposed “Center of
Excellence for Electrical Safety,” and provide assistance on the
needed criteria for this effort.
C. Training/Education
1.
Maintain and augment the training modules from the ESIP Project
Area #5: Awareness/ Continuation Training;
2.
Collaborate with DOE’s National Training Center and other DOE
locations to enhance hands-on electrical safety training;
3.
Verify the effectiveness of electrical safety training;
4.
Provide recommended qualifications for electrical safety SMEs at
all levels;
5.
Implement an FAQ page and link to the DOE Electrical Safety List
Server on the EFCOG web page;
6.
Design a tool to aid in hazard analysis and work planning of
electrical work.
D. Performance Measurement
1.
Champion full implementation of the Electrical Severity Index Tool
for effective electrical safety data collection and trending;
2.
Review electrical events and provide technical assistance to
lessons learned authors to prevent recurrence.
V.
Membership
The proposed membership of the EFCOG Electrical Safety
Subgroup includes: DOE, DNFSB, and DOE-Contractor personnel. DOE and
DNFSB members will act in an advisory capacity and ensure the
goals of the ESSG are consistent with those of the Department of
Energy. They are expected to actively participate in all
ESSG
efforts to ensure a teaming environment and maximize collective
expertise. Contractor personnel will be selected to ensure
complete representation from all areas of affected DOE responsible
units and selected contractor work groups.

Process and Schedule
A.
Meetings
The ESSG operates in an open forum that encourages
participation and contribution from all interested in the ultimate
goal of protecting DOE facilities, equipment, and personnel from
the hazards associated with the use, installation, and maintenance
of energized electrical components. Formal decisions will be
determined through majority vote by designated representatives of
supporting entities. Designated representatives will remain
voting members of the ESSG until replaced in writing by the
sponsoring organization.
Three formal meetings are held by the collective membership
of the ESSG. The meetings coincide and occur at the same location
as the annual spring and fall EFCOG ISM Workshops and the annual
DOE Electrical Safety Conference/R&D Electrical Safety Workshop.
In addition, monthly conference calls are scheduled for the second
Wednesday of each month at 0800 Pacific Time. The contact phone

The term of the Chair is one year, beginning January 1.
The Vice Chair assumes the role of Chair and a new Vice Chair is
selected each year. The term of the Secretary is one year

Beginning
January 1,
2008, the outgoing Chair will continue to serve on the Executive
Board for one year to provide coordination and advice to the new
Chair.

A.

January 1, 2007 – Submit conceptual idea of 2007 DOE Electrical Safety Conference.

January 15, 2007 – Subcommittees formed to address each initiative listed in IV above.

March 1, 2007 – Subcommittees submit detailed plan of action for assigned
initiative.
