Charter

PURPOSE

The Infrastructure Management Working Group/Performance Measures Subgroup is a working committee, whose intent is to facilitate the objectives of the Energy Facility Contractors Group (EFCOG) as related to the particular area of infrastructure management performance measures.

The purpose of the Infrastructure Management Working Group/Performance Measures Subgroup is for members to promote excellence in Department of Energy infrastructure management performance measures programs by sharing information and lessons learned, and by facilitating the application of information and techniques to the degree appropriate for their contract/facility.

OBJECTIVES

The objectives of the Infrastructure Management Working Group/Performance Measures Subgroup are to:

  • operate within the EFCOG Charter and the Guidelines for Working Groups of EFCOG.

  •  enable the success of DOE missions in terms of infrastructure management performance measures that support program and project objectives in a cost effective and safe manner.

  • provide planning and actions necessary to ensure that the overall objectives of EFCOG are met.

  • promote, coordinate, and facilitate the active exchange of successful infrastructure management performance measures programs, practices, procedures, lessons learned, and other pertinent information of common interest to infrastructure management performance measures, which have been effectively utilized by contractors and subcontractors for DOE facilities.

  • promote infrastructure management performance measures training by sharing management and technical information among contractors through vehicles such as websites, workshops, subgroups, and seminars.

  • enhance collaboration among DOE contractors and encourage early involvement of complex-wide experts, in order to maximize the probability of success of emergent or unique infrastructure management performance measures initiatives.

  • serve as a consensus board for emerging infrastructure management performance measures directives proposed by DOE and for the interpretation and consistent application of existing DOE directives.

SCOPE

  • The Infrastructure Management Working Group/Performance Measures Subgroup will operate within the scope of EFCOG.

  • The areas of contractor interest covered by Infrastructure Management Working Group include: infrastructure management performance measures, maintenance, work management, asset management planning, and asset acquisition/disposal. Metrics for the maintenance area are already covered by the maintenance subgroup.

  • The Infrastructure Management Working Group/Performance Measures Subgroup will facilitate interaction with outside agencies and organizations regarding application of infrastructure management performance measures principles and methods in the DOE complex.

  • The Infrastructure Management Working Group/Performance Measures Subgroup will communicate with other EFCOG groups to ensure that no duplicative work occurs. There will be close communication with other working groups.

  • The Infrastructure Management Working Group/Performance Measures Subgroup will not lobby, advocate independent positions, or try to change DOE policy. However, infrastructure management performance measures practices as applied to DOE missions may be discussed and suggestions for improvement made to the DOE.

ORGANIZATION

  • Membership in the Infrastructure Management Working Group/Performance Measures Subgroup is open to current EFCOG members or associate members.

  • The Infrastructure Management Working Group/Performance Measures Subgroup will strive to maintain a balanced membership of DOE contractor representatives for all key missions from across the DOE complex. A review of representation will be conducted by the Infrastructure Management Working Group chair at least annually.

  • Initially, the Infrastructure Management Working Group assigned the subgroup Chairperson. The subgroup Chairperson's term of office will be one year. If for any reason the subgroup Chairperson is required to terminate prior to the designated time, the Infrastructure Management Working Group Chair shall elect a new subgroup Chairperson. Extension or selection of the new chairperson when required will be conducted by the subgroup with the approval of the Infrastructure Management Working Group chair

  • The duties of the Infrastructure Management Working Group/Performance Measures Subgroup Chairperson include, but are not limited to, the items identified below:

    • " Direct the overall actions of the working subgroup.

    • " Call meetings, teleconferences, send emails and establish subcommittees to carry out the objectives of the working subgroup.

    • " Serve as the single point of contact for official Infrastructure Management Working Group/Performance Measures subgroup communication. This is not intended to restrict other informal communications.

    • " Prepare and maintain an up-to-date roster and have it posted on the Infrastructure Management Working Group website.

  • Infrastructure Management Working Group/Performance Measures Subgroup will operate under the guidance of its established leadership, receive oversight and support from the Infrastructure Management Working Group Chairperson, prepare a subgroup charter, follow the EFCOG Charter, and abide by the EFCOG Executive Council and Working Group Manual. The Infrastructure Management Working Group Chair is the final approval authority for the Infrastructure Management Working Group/Performance Measures Subgroup charter. The EFCOG Board of Directors will be advised of the creation of this Infrastructure Management Working Group/Performance Measures Subgroup and provided a copy of the charter, if required, as information.

PROCESS

  • Infrastructure Management Working Group/Performance Measures Subgroup meetings will be held when needed, as determined by the Infrastructure Management Working Group/Performance Measures Subgroup Chair or at the request of a minimum of three other members.

  • Generally, the cost of workshop activities will be covered by a registration fee assessed by a workshop committee.

  • The goals, objectives, and effectiveness of the Infrastructure Management Working Group/Performance Measures Subgroup shall be documented in a report to the Infrastructure Management Working Group chair, which may be included in the Infrastructure Management Working Group annual report.

  • A change to this charter requires concurrence from two-thirds of the subgroup membership, and approval by the same level as the original approval authority.

DELIVERABLES

  • At lease one annual workshop to share infrastructure management performance measure experiences, accomplishments, lessons learned, best practices, emerging issues, quality and regulatory concerns from across the DOE complex.

  • A report documenting key accomplishments and critical issues affecting infrastructure management performance measures.

DURATION

The estimated duration of the Infrastructure Management Working Group/Performance Measures Subgroup is intended to be long term, but a provision for annual effectiveness review is incorporated into this charter.
