On November 9 – 11, 2004, members of the Work Management subgroup met at the Savannah River Site. Participants included representatives from Savannah River Site (SRS), Y-12 National Security Complex, Fluor Hanford, Los Alamos National Laboratory, BWXT Pantex, Lawrence Livermore National Laboratory and CH2MHILL Hanford along with the contracted services of Perot Systems Government Services and DOE-HQ representative (EH-21). The focus of the meeting was on how Integrated Safety Management (ISM) core functions and guiding principles are being implemented at the activity level in work management.

The purpose of the workshop was to explore the methods used across the complex and share with each other those practices of incorporating ISM into work management at the activity level. In keeping with our charter we wanted to identify the challenges and best practices associated with ISM integration in work management.

The overall goal of the work shop was to emerge with a sense of our similarities and differences and develop a method for sharing information as a precursor to identifying common processes and approaches in performing work safely.

Summary of Work Shop results:

The following were accepted assignments by the people attending the workshop. In order to best provide the deliverables the format was discussed and will be posted on the EFCOG website for use with each assignment. Please use the form when completing deliverables in order to best allow placement of the documents into the website.

  • Developed a list of the "wants" and "needs" of the participants in the work shop that would define the work shop as successful.  This list is included as attachment A.
  • Each site provided an overview of their work management processes; specifically the Hazard Identification, Hazard Controls, and how they were included into the work instructions.
  • Developed a standard format for submittal of documents so that information can be easily screened for completeness, and readily placed on the EFCOG IMWOG-WM web site.
  • Determined what we wanted to see on the website and developed assignments for each. The assignments are included as attachment B.
  • Discussed the need for a co-chairman for the work group and checked for volunteers. Steve Little of BWXT Y-12, LLC volunteered and after open discussion was agreed on as the co-chairman. 
  • Determined the need for conference calls as a good way to communicate overall status and issues that come up as we work through the assignments.

Define the Scope

  • Maintain the expertise (worker protection plans) of the subcontractor while performing work at DOE Facilities
  • Application of work practices to subcontract work (rely on worker protection plan?)
  • Line Manager Involvement in the process
  • Expectations of customer for the contents of work documents (defensible graded approach)
  • More emphasis on improving the reliability of equipment (proactive vs. reactive)
  • How to get Work Scope breakdown into tasks that are analyzable

 Analyze the Hazards

  • SME involvement in the Hazard Analysis process
  • How to incorporate location specific hazards to recurring work
  • Ownership of the hazard analysis responsibilities (craft lines)
  • Planner involvement with the craft
  • Planner and work teams ability to break down jobs into discreet tasks for accurate hazard analyses
  • How to keep the thought process turned on while using automated analysis tools

Develop Controls

  • Determining level of and integration and controls appropriate to include in work Documents (2)
  • Implement the hierarchy of controls (1) Remove the Hazard, (2) Engineer, (3) Administrate, (4) PPE
  • Appropriate Paperwork
  • Automated Processes
  • Training of the worker in field
  • Guidance for planners to provide consistent work packages to the workers
  • Planning and scheduling (coordinating) work around facility production schedules
  • How to rely on worker qualifications when addressing work hazards
  • How not to take away the workers thought process when enforcing hazard controls
  • Skill of the craft definition (category of work vs. skill)
  • Planner involvement from the craft
  • Quality and consistency of work packages going out to the worker
  • Skill of Craft (What to rely on vs. what should be included in the work package)
  • Qualification of planner improvement

Perform Work

  • Amount of paper
  • Put in hands what the worker needs to perform the task (2)
  • Supports the efficient implementation of work
  • Recognizing hazards (time out -> stop work)
  • Standardized Person-In-Charge (PIC)
  • Use of Work Manager Centers

 Feedback & Improvement

  • Improve lessons learned (feedback) process to tie back to planners, equipment, engineer, etc.
  • Effectively using feedback
