Japanese Criticality Accident: Dr. Thomas P. McLaughlin of LANL
He provided an overview of 22 criticality accidents, including "what caused it" in Russia, the USA, the U.K., and the recent (1999) one in Japan. Tom was one of the three-member team selected to assist the Japanese Government in the evaluation of their criticality accident. (For more information on Criticality Accidents, view LA-13638.)

Status of Orders, Rules, and IGs: R. Black and R. Englehart of DOE-HQ
Dick Black and Dick Englehart gave a general overview of DOE-STD-3009, Appendix A, evaluation guide (EG) of 25 rem for safety class item at site boundary. They emphasized chemical safety, similar to radiological safety, in authorization basis in context of DOE-STD-3009. They also focused on facility disposition DOE-STD-1120 for D&D. Dick Black gave an update on the status of the proposed nuclear safety rules.
