Mission

The Training Subgroup is an active subgroup under the Energy Facility Contractors Group (EFCOG) Safety Analysis Working Group (SAWG). The mission of the Training Subgroup is to accomplish the following:

  • Foster safety analysis training as a means of supporting successful development, integration, and application of the safety analysis process in establishing and maintaining facility safety bases;

  • Identify and share available training materials and instructors, solutions to common training problems, and training lessons learned;

  • Promote consistency amongst safety analysis training programs across the DOE complex; and

  • Foster continuous improvement in safety analysis training across the DOE complex.

Objectives

The objectives of the Training Subgroup are to:

  • Maintain the Training Subgroup Web Page as a vehicle for exchanging safety analysis training information including lessons learned;

  • Identify contacts at DOE sites who are involved in the preparation and / or delivery of safety analysis training and maintain the Training Subgroup Membership List;

  • Interface with other SAWG subgroups to identify training needs;

  • Maintain the SAWG Safety Analysis Training Standard;

  • Maintain an updated Safety Analysis Training Vendor Course List;

  • Support DOE qualification and training initiatives for nuclear safety specialists and safety basis reviewers and approvers and identify potential flow down to contractors;

  • Support safety analysis training activities at SAWG workshops and meetings; and

  • Identify safety analysis training needs and recommend possible solutions.

Organization

The Training Subgroup is organized as follows:

  • The chairperson (Chair) and the assistant chairperson (Assistant Chair) of the Training Subgroup are elected by a majority vote of the Training Subgroup members. The term of each office is for one year.

  • If for any reason the Chair is unable to fulfill his or her duties, the Assistant Chair will assume the Training Subgroup Chair responsibilities for the remainder of the term and a new Assistant Chair (elected by majority vote) will serve out the term.

  • The Training Subgroup Chair is the point of contact for formal communications with the SAWG Steering Committee and DOE.

  • In lieu of a permanent Secretary, a Subgroup member will be appointed to record the minutes at the beginning of each meeting or teleconference.

  • Training Subgroup members are expected to actively participate in the Subgroup’s activities and initiatives.

  • DOE personnel may participate in Training Subgroup activities and initiatives as sponsors.

Process

Training Subgroup activities and initiatives will be conducted in the following manner:

  • Training Subgroup activities will be conducted in accordance with the SAWG Subgroup Guidelines.

  • Training Subgroup meetings will be held when necessary, as determined by its members. The majority of work amongst the Training Subgroup members will generally be performed using e-mail, video / teleconference, and other communication and information-sharing technology that promotes cost-effectiveness.

  • The mission, objectives, the annual tasks, and a costs versus benefits comparison of the Training Subgroup will be reviewed annually by the Chair and documented in the Training Subgroup Annual Report.

  • A change in the Training Subgroup Charter requires approval from two-thirds of the Subgroup membership.

Deliverables

The Training Subgroup deliverables will be handled as follows:

  • Training Subgroup deliverables will be approved and released in accordance with the SAWG protocol.

  • The Training Subgroup charter, the SAWG Safety Analysis Training Standard, and the Safety Analysis Vendor Course List will be maintained on the Training Subgroup Web Page.

  • Products developed by the Training Subgroup will be developed and maintained current on the Training Subgroup Web Page.

  • Recommendations for safety analysis training during SAWG workshops will be provided to the applicable Workshop host.
