PURPOSE
The Material Control and Accountability (MC&A) Subgroup will bring additional focus on the ever increasing and evolving MC&A interests across the complex. An escalating threat of terrorism is likely to exist for the foreseeable future and continue to challenge our resources and ability. While improvements have been made to address these threat(s), major challenges continue to cross-cut the complex. Robust MC&A management capabilities (contractor and federal) are critical to our DOE mission and are essential to the protection of our national security, the public, and our environment. The MC&A Subgroup is a working committee whose intent is to facilitate the objectives of the Energy Facility Contractors Group (EFCOG) through the Safeguards and Security Working Group (SSWG) as related to MC&A.
The MC&A Subgroup will promote excellence across the complex by sharing information and lessons learned and by facilitating the application/integration of information, technology, and techniques to the degree appropriate for their contract/facility.
Objectives:

Operate within the EFCOG Charter and the Guidelines for Working Groups/Subgroups of EFCOG.

Enable the success of DOE MC&A missions in a cost effective, safe, and secure manner.

Provide planning actions necessary to ensure that the overall objectives of EFCOG as related to MC&A are met.

Promote, coordinate, and facilitate the active exchange of successful (and not so successful) initiatives, practices, procedures, lessons learned, and other pertinent information.

Enable the examination of opportunities for achieving greater integration, coordination, and efficiency of our resources.

Enhance collaboration among DOE contractors and encourage early involvement of complex-wide experts, in order to maximize the probability of success of emergent or unique MC&A initiatives.

Serve as an additional consensus board within the context of EFCOG for emerging MC&A directives proposed by DOE and for the interpretation and consistent application of existing DOE directives.

Focus efforts for the development of Trend Analysis and Metric’s for all MC&A programs as appropriate.

Promote training and continuous improvement by sharing management and technical information and lessons learned among contractors through vehicles such as websites, workshops, subgroups, and seminars.

Facilitate interaction with outside agencies, organizations and experts regarding the application of security principles and methods in the complex.
SCOPE
ORGANIZATION

The MC&A Subgroup will have a Chair and a Vice Chair leadership positions. The Chair and Vice Chair will first be appointed by the SSWG Chair. When the term of office of the Chair ends, the Vice Chair will be elevated to the Chair position and a new Vice Chair is appointed by the SSWG.

The Chair and Vice-Chair of the Cyber Security subgroup will hold the office for a term of 2 years

The Chair maintains a position on the Steering Committee.

In case of a vacancy, the Chair of the Safeguards and Security Working Group has the authority to appoint a Chair and/or Vice Chair of the subgroup.

Membership in the MC&A Subgroup is open to current EFCOG members or associate members, and one or more DOE representatives.

Each participating contractor in the MC&A Subgroup will identify a representative to support working group/subgroup activities.

The MC&A Subgroup will strive to maintain a balanced membership of DOE contractor representatives for all key missions from across the DOE complex. A review of representation will be conducted by the steering committee at least annually. The Subgroup will select experts from across the complex to address specific working committee topics as chartered by EFCOG and selected by the steering committee.

The duties of the Chair include, but are not limited to, the items identified below:

Direct the overall actions of the MC&A Subgroup.

Call meetings and establish sub-committees to carry out the objectives of the MC&A Subgroup.

The Chair will be the point of contact for official EFCOG communication.

Prepare and maintain an up-to-date roster and have it posted on the EFCOG website.

Provide guidance to the leader or chairperson of working committees under the cognizance of the MC&A Subgroup.

Other leadership positions, such as secretary, will be designated as appropriate.

The MC&A Subgroup will operate under the guidance of its established leadership, receive oversight and support from the Working Group Chair
PROCESS

MC&A Subgroup meetings will be held when needed, as determined by the Chair, at the request of a minimum of three other members, or if requested by the SSWG.

Generally, the cost of workshop activities will be covered by a registration fee assessed by a workshop committee.

The goals, objectives, and effectiveness of the MC&A Subgroup shall be reviewed annually by the SSWG Chair and documented in the SSWG Annual Report to EFCOG.

A change to this charter requires concurrence from two-thirds of the membership and approval by the same level as the original approval authority.
DELIVERABLES (GENERAL DESCRIPTION)

Timely positions papers and/or briefings on matters of MC&A across the complex will be developed.

An Annual report of key MC&A accomplishments and critical issues address by the MC&A Subgroup will be issued.
