The SSR Peer Review
Working Subgroup is an Energy Facility Contractors Group
(EFCOG) Working Subgroup that focuses on peer review of
EFCOG contractors and subcontractors noncompliance
determination and reporting programs. Peer review is a
mechanism that promotes enhanced communication, lessons
learned, and process improvement across the Department of
Energy (DOE) complex in the area of noncompliance
determination and reporting within the Price-Anderson
Amendments Act (PAAA), Worker Safety and Health (WSH), and
Security programs.
Objectives
The objectives of SSR
Peer Review Working Subgroup are to:

Provide assessments of PAAA, WSH, and
Security noncompliance determination and reporting
programs based on Department of Energy published
assessment criteria. These assessments are conducted on
behalf of the assessed organizations and the reports are
the property of the assessed organization. If the
assessed organization agrees, the reports may be published
on the DOE EFCOG website.

Use the information gained from conducting
the peer reviews to promote on-going improvements and
lessons learned across the DOE complex in the areas of
interest to the DOE Office of Enforcement.

Provide additional complex-wide enforcement
program implementation information to the Office of
Enforcement (OE).
Scope
The SSR Peer Review
Subgroup will operate within the scope of EFCOG and the SSR
Working Group. The subgroup will serve as a facilitator
for coordination of peer review efforts for
contractor/subcontractors who are members of EFCOG by
implementing the OE guidance for the determination and
reporting of noncompliances for the nuclear safety, worker
safety and health, and security rules.
Organization
Members of the Peer
Review Subgroup are volunteers from the members of the EFCOG
SSR Working Group.
The Point of Contact (POC)
of the Peer Review Subgroup will be selected by the
Strategic Planning Committee (SPC) of the SSR Working Group
and will serve for a maximum of two years, unless extended
by the SPC. The POC will coordinate the activities of the
Subgroup.
This charter and any
revisions will be approved by the Chair of the SSR Working
Group.
Process
The peer reviews will be
conducted per an established schedule using a subgroup
approved procedure and checklist. The checklist will be
based on DOE-OE guidelines for assessing PAAA, WSH, and
Security programs contained in the OE Enforcement Overview
Process.
Information from the
peer reviews, if the assessed organization concurs, will be
posted on an EFCOG website for facilitation of complex-wide
lessons learned.
Duties of the Peer
Review Subgroup will include:

Coordinate the schedule of peer reviews for
requesting contractors/subcontractors

Develop and maintain the Peer Review
procedure and checklist(s).

Work with the EFCOG web-master to post
applicable procedures and peer review results.

Report at least annually to the SSR Working
Group the results and lessons learned in conducting peer
reviews.

Maintain qualification requirements of
assessors and a roster of qualified peer reviewers.
Deliverables
The Peer Review Reports
will be posted on the EFCOG website as requested by OE and
agreed to by each site, to continue the lessons learned
benefit previously provided by past OE Program Reviews.
An annual summary of the
activities of the subgroup will be presented to the SSR
Working Group by the POC of the Peer Review Subgroup.
