  • An Analysis of DOE Work Control Programs - An ISM Perspective: The Department of Energy’s (DOE) Integrated Safety Management System (ISMS) is being implemented at the field activity level. In that DOE operating contractors accomplish work through work control processes, it is beneficial to be aware of those ways field sites are effectively implementing ISMS core functions and principles through their work control processes; and then, of equal importance, to promulgate notable practices to the DOE complex.
     
  • Rocky Flats Integrated Work Control Program, Revision 3: This revision #3 of Rocky Flats work control procedure has eliminated check lists and tables, placing responsibility to identify hazards and incorporate controls into the work package on subject matter experts and the manager responsible for approving the work package.

  • Hanford's Work Management Procedure: This procedure details the work management process for initiating, authorizing, performing, and conducting field (physical) work on Fluor Hanford (FH) physical assets within FH facilities and projects.
     
  • Hanford's Tank Farm Contractor Work Control Procedure: The Tank Farm Contractor Work Control procedure defines work management from initiation of a work request through work order closeout. It specifies when formally written work instructions are required; and it specifies the degree of planning required. This procedure uses a graded approach to implement requirements and to provide the level of discipline required to maintain safe operation of the facility.
    This procedure applies to corrective maintenance, preventive maintenance, troubleshooting, modification, fabrication, select operational activities, and certain construction on structures, systems, and components at tank farms. - Updated 12/10/07

ISM

  • DNFSB 2004-1: Safety Management of Complex High Hazard Organizations:
    This report synthesizes suggestions for provoking innovations and new solutions that should satisfy the Board’s Recommendation 2004-1 and can help DOE improve the safe management of nuclear programs.
     
  • ISM Team Leaders Handbook: The handbook provides recommended training, experience, and skills that are important components to ensure that individual team members are prepared to effectively participate in the verification. The handbook also provides useful information for those individuals who are preparing for a verification.
     
  • Activity-Level Worker Protection at Defense Nuclear Facilities: This draft DNFSB report complements DNFSB/TECH-16 and DNFSB/TECH-20, Protection of Collocated Workers at the Department of Energy’s Defense Nuclear Facilities and Sites, by providing practical lessons learned regarding the attributes commonly associated with a strong, effective worker protection program, as well as suggesting methods for measuring the effectiveness of activity-level worker protection programs.

EWP

  • Fernald Enhanced Work Planning Implementation plan: EWP is a process that evaluates and improves the program by which work is identified, planned, approved, controlled and executed. EWP focuses on the prevention of worker
    accidents through the early identification and control of hazards.

Work Control Tools & Processes

  • Fernald Work Request, Order Procedure: This Fernald work control procedure establishes responsibilities for various personnel, defines expectations for safety, and describes work control processes associated with work requests/work orders. It discusses approving, controlling, and managing maintenance work activities performed by Maintenance Department personnel in the Site Operations and Maintenance (SOM) Division at the Fernald Environmental Management Project (FEMP).

  • Rocky Flats Lockout and Tagout Procedure: This is an excerpt of the Rocky Flats Occupation Safety and Health Program Manual, Chapter 9, which is the site's program for Lockout/Tagout. The procedure includes instructions for single isolation when doing minor maintenance and preventive maintenance work.
     
  • Los Alamos' Work Provider Work Control process: This administrative procedure (AP) establishes the work control process that implements the requirements of IMP 300-00-00.0.
     
  • Integrated Work Management for Work Activities, into associated KSL maintenance and construction activities. IMP 300-00-00.0 (hereafter referred to as “IMP 300”) defines the LANL Integrated Work Management (IWM) process. IWM is the method for doing work in a safe, secure, environmentally responsible manner.

  • Los Alamos' Skill of the Craft list: This list is an example of activities and it is not to be considered all-inclusive or exclusive. The site hazards and conditions may remove these types of activities from the Low Hazard non-IWD category. The activities are routinely (more frequent than 1/yr) performed, have routinely accepted hazards and engineered controls have been established, thoroughly reviewed and have proven highly reliable in minimizing risks.

  • Hanford's Qualification Card and Guide for Maintenance Person in Charge: The Qualification Card and Guide for Maintenance Person in Charge (PIC) requires the Field Work Supervisor candidate to become knowledgeable in the procedures that are used to execute work safely in the Tank Farms and demonstrate that knowledge to the satisfaction of various Subject Matter Experts. The Qualification Card includes documented performance of the candidate supervising work in a radiation area while being observed by an experienced qualified PIC/Field Work Supervisor or his Manager.

  • Richland's Statistical Process Control Process: Statistical Process Control is playing a safety and quality role at the Richland site.  This articles provides insights into how to establish and use statistical process controls to measure the effectiveness of a sites ISM/Work Control processes.
     
  • SRS Program Reporting Tool (PRT): This end user desktop reporting tool provides "real time" Work Management information to the end user's desktop computer. The program delivers a broad spectrum of reporting, including Performance indicators specific to all levels of Work Management business. A special features of the program is that it autogenerates standardized Work Week Critique reporting, specific to each of the Site's Projects and Facilities.
